Update to 0.98-php

Update base on the changes to the Weathermap from https://www.network-weathermap.com/ and the implementation to librenms of the Weathermap repository. The main changes are base on the adaptations previously done to the version 0.97c taking into account the changes in the branch 0.98-php of the original Weathermap. Main Adaptation:

• $rrd_default_path1 added to the file config.inc.php (https://github.com/librenms-plugins/Weathermap/compare/master...edgeuno:update_to_0.98-php?expand=1#diff-3199a0ef643579ec9a46d9363b490146b1e310acfb22ea5979bae07caedf1575).
• Change location for the jquery.min.js at data-pick.php (https://github.com/librenms-plugins/Weathermap/compare/master...edgeuno:update_to_0.98-php?expand=1#diff-850756dd1ed127149e72fd21baa91b0ffa2e88570589a5a7389affbab116f6e3).
• Added validation for the rrd_default_path for when its not being set(https://github.com/librenms-plugins/Weathermap/compare/master...edgeuno:update_to_0.98-php?expand=1#diff-86618a77e083e0ad30aa3548f01f90f79eef9e249bc274021358f649bddb63c3).

I can no longer test this as I don't run LibreNMS so I'll merge and see if anyone has issues as it doesn't auto update existing installs.
