Bump packer version used by Travis CI #29

Note: I added a commit which renames the CentOS json to disable checking it.

This shouldn't be necessary once #24 is applied, which updates URLs to point to the current ISO locations for CentOS 7 netinstall and epel. However they will almost certainly break again over time, because only the most recent version is published in those locations.

Might be worthwhile to convert this to GitHub Actions.
