on im-cf-libreofficecalc channel on im discord by fennelbulb: did a little bit of testing and it seems like this problem is due to the hitstun counter not being reset on tech actions, so moves with >30 frames of hitstun still have hitstun leftover after finishing the neutral tech and don't pass the check.
I did a jank fix by setting hitstun to 0 after initiating a ground tech, but idk if this solution has runoff problems.

Though with Makoto (haven't tested it that much with Ragna) it worked SOMETIMES and if I put the wakeup delay to like 15 or so frames it worked consistently. So seems like something with certain moves maybe activating the wakeup action sooner than the norm?
Same with Es Enhanced DP and 214A. Supers were fine but after EAs don't work either.
