Random exclude Default #31

  1. Added the ability to select a palette randomly from all palettes a character has while excluding the default palette.
  2. Added new keyword for palette file reflecting this. Also updated Palette.ini with an explanation
  3. updated the random method to get rid of the previous bias towards lower options in the list
