This is a pretty large commit that applies the majority of changes from 0.9.48 -> 1.21.0
Saturn specific improvements are minimal from a user perspective, however a large amount of the code has changed due to style changes on the mednafen side. Hopefully future updates will now be easier after getting over this hump.
User facing changes:
SS: Fixed at least one background layer graphical glitch in "Radiant Silvergun"(at the start of stage 2C).
SS: Fixed the graphical glitch near the end of the intro in "Snatcher".
