Fast forward support removed? Found out it is a UWP only issue

PCSX2 version: `Pcsx2 (alpha) 246c315

• Notes: -issue has been happening since transition from 1.9.6 to 1.9.7 could be a retroarch thing but pcsx2 is not the only core with this issue

PCSX2 options: Default/Untouched

• Note: -putting frame skip on and frame draw will allow it to fast forward up to 60fps (Hard-locked at 60?) Plugins used: Internal default core plugins

Description of the issue: Frames stuck at 60 with Fast Forward

How to reproduce the issue: step 1: run retroarch step 2: load a ps2 game that can easily reach 60+fps step 3: toggle fast forward

Last known version to work: Pcsx2 (b84c0f675)
