Instance of RA remains running in the background when closing the core and RA #159

PCSX2 version: This has happened in all versions I've tested.

PCSX2 options: Any

Description of the issue: Instance of RA still running after closing the core and RA. You can see it running in task manager under processes.

How to reproduce the issue: Launch a game with the core, close core and close RA. Or Launch game with core and close RA. Both produce the same result.

Last known version to work: I think the core has always caused this.

PC specifications: Windows 10 64, 8086K, GTX 1080Ti, 32gb DDR4`

Yeah, this is a well know issue of the core (see #132 , #60 )
