Fixed problem which prevented to load selected memory cards when starting core without content #161

Fixes also the default memory cards Mcd001 and Mcd002 which was created in the Retroarch root folder as side effect of the issue.

@SeventySixx I can confirm after a making a test build that the memory cards are recognized correctly when using Start Core, and that no unwanted memory cards are generated on the root RetroArch folder at least on my Series X. Awesome work, and thanks again for taking the time to fix this! It's hugely appreciated.
