Core does not apply settings immediately after leaving Quick Menu #193

PCSX2 version: PCSX2 (alpha) (26890da6)

NOTES This is going based off the Windows .dll core being used in RetroArch-msvc2019 UWP.

PCSX2 options: Default.

Description of the issue: Core does not immediately apply settings (such as internal resolution upscaling) after leaving Quick Menu, requiring a content restart (and since this feature is also broken, a complete restart of RetroArch) to apply.

How to reproduce the issue: 1) Start the PCSX2 core 2) Open Quick Menu > Options 3) Change a setting, such as Internal Resolution 4) Resume / leave Quick Menu

Last known version to work: PCSX2 (Alpha) (c0f43e433)

PC specifications: Xbox Series X. Xbox One S.
