Description of the issue:Core does not immediately apply settings (such as internal resolution upscaling) after leaving Quick Menu, requiring a content restart (and since this feature is also broken, a complete restart of RetroArch) to apply.
How to reproduce the issue:
1) Start the PCSX2 core
2) Open Quick Menu > Options
3) Change a setting, such as Internal Resolution
4) Resume / leave Quick Menu
