Can't reproduce (Windows 10 as well), just to make sure: start a PS2 game then go to Quick Menu > Controls
, if you see a "Delete Remap File" option, click it and see if it changes anything.
Went to the place you told me to and I found a name "pcsx2(alpha).rmp", which I guess it was a remapping file which came with the core when I installed it, since I never touched there. Deleted it on the last option (the one you metioned) and seems to have solved the issue.

I'm using RetroArch Stable version 1.10.0 and PCSX2 version 1.7.0-dev-2308.
I can't press "DPAD_UP" on any controller/keyboard on any game or in the BIOS. The button simply does nothing. It's been present ever since PCSX2 Core was released and some games are impossible to finish without it.
Using the vanilla executable (pcsx2.exe) controls work fine.
I have an Intel Pentium G3240 and an AMD RX 550, running Windows 10 x64.
