Build request: Add avx support

PCSX2 version: Stable

Notes:
- avx1 support for people with older harware. Pcx2 is the only core I've come across that requires avx2. My pc is more than capable of emulating ps2. A legacy build would be great for older cpus. Currenty forced to use standard pcsx2 running at 2x res. I understand that avx2 would benifit those rich folks that run at 8k but unfortunately i dont fall into that category. We have plans for making this core more portable and backwards compatible than upstream.

Built the core with sse4 now it runs. Its a tad slow. Merging vulkan should bring it up to par.
