1 year ago I am also having this issue. It happens when trying to Restart, and also after Closing Content and trying to reload Content. RetroArch crashes every time. But Content can be opened normally again after terminating and starting RetroArch again.
How to reproduce:
Press Restart from the Quick Menu
or
Run content Close content Run content again
PC specs: Windows 10 64-bit Intel i7-4770 16 GB RAM AMD Radeon RX550
PCSX2 version: Core: PCSX (Alpha) (180c1b9a)
PCSX2 Nightly - v1.7.3052
Description of the issue: Hello, I came here because I have a system based on RetroFe (http://retrofe.nl), it calls RetroArch and the Core (in this case PCSX2) and when I close it it freezes. This only happens with this core and apparently it is because it does not have the option or does not work "Restart" (Restart the content from the beginning)
Hopefully they can add or fix that feature.

How to reproduce the issue: After launching the game, enter the menu with F1 and click on Restart
