[Windows] 3d cores flickering video on opengl based drivers #12271

[Description of the bug]

When using a 3d core (mupen, flycast, parallel, etc) with an opengl based driver (vulkan, glcore, etc), cores run at half speed and video blinks in and out rapidly during gameplay.

Expected behavior

Game is played at full speed with video present at all times.

Actual behavior

Video blinks at a consistent and quick rate.

Steps to reproduce the bug

  1. Select an opengl based video driver
  2. Start any game on a 3d core (flycast seems to be the most egregious offender)

Bisect Results

This has occurred consistently since update 1.9.1

Environment information

*Can upload short video if absolutely necessary

Additionally I have tried forcing blitz to on in nvidia profile manager so I can assure you that's not part of the issue.

Sounds like some kind of swap interval issue. Perhaps try loading to stock RetroArch settings or setting your Nvidia control panel settings to default?
