PCSX2 core does not allow closing retroarch

[Description of the bug]

This problem occurs when running the PCSX2 core and trying to close retroarch, sometimes it crashes, at other times the process remains active in the task manager

[What you expected to happen]

that it closes properly, because this error causes problems with the frontends

Steps to reproduce the bug

1. Run Pcsx2 core with any game
2. close or restart retroarch

retroarch 1.9.7 PCSX2 core (alpha 5804ab1)

Environment information

• OS: Windows 10 pro core i7 3470 32gb ram ddr3 nvidia 1650 low profile gddr6 14tb hdd seagate 256gb ssd crucial

This is known. Unfortunately, we don't have a fix for this yet.

Same problem here, I use Steam Big Picture and I can't launch any other ps2 game after launching one.

If I close the content and quit RA, I can't launch RA again.

The only solution is to close the pcsx2 core with Steam but it's bothersome. I've since switched back to standalone in the meantime.

It's a shame as the core is really great otherwise.
