Change the analog stick sensitivity for EACH controller, instead of being for all controllers. #13158

(It was told to me that I should post this in the Github page so that's what I'm doing)

Description

It's not necessarily a bug, but a feature that I think It's pretty basic yet Retroarch doesn't seems have, that is being able to change the analog stick sensitivity freely for EACH controller, the only option it has changes for all controllers, the problem is that while playing with my friend, his analog stick is perfectly fine, but mine the sensitivity is too low (can't run in SM64 for example), but if I increase the sensitivity, it gets good for me but for him it's now too sensitive.

In theory we should be able to change freely each controller's sensitivity.
