[feature request] suspend screensaver only while content is running #14095

The Suspend Screensaver settings only has the 2 options ON and OFF.

It would be nice to have an option while content is running.

If I'm just looking at the RetroArch Quick Menu, that shouldn't stop the screensaver. The screensaver should be prevented only if the content is running.

I would like this as well.

I've been doing some testing on macOS, and the behaviour on other apps is as follows:

PPSSPP: always blocks the screensaver
xemu: always blocks the screensaver (petitioned more settings at https://github.com/xemu-project/xemu/issues/1423)
Dolphin: only blocks the screensaver when app is focussed and content is running

The last one is the most desirable behaviour I find.
