[BUG] [NETPLAY] Retroarch freezing when you set a server and override config core have an overlay set. #15580

Retroarch freezes 90% of the time if you start a server and your core has a saved configuration with overlay, if you remove the overlay custom configuration then netplay work without problems, but if you have an overlay it crashes after reloading retroarch generic configuration when starting the server, when it reaches the point of loading the overrider, even going so far as to give the message that the file was not found.

In RA 1.17.0 work fine now the overlays in netplay
