[IMPORTANT]: Android APK version 1.19.0 and newer prompts for a password and fails to install on Android #17014

LG G7 ThinkQ Android 10 1.19.0 Asks for password, and fails with the installation RetroArch.apk, RetroArch_aarch64.apk, RetroArch_ra32.apk
LG G7 ThinkQ Android 10 1.19.1 Asks for password, and fails with the installation RetroArch.apk, RetroArch_aarch64.apk, RetroArch_ra32.apk
Chromecast with Google TV (HD) Google TV 12 1.17.0 Does not ask for password, and succeed with the installation RetroArch.apk
Chromecast with Google TV (HD) Google TV 12 1.19.0 Does not ask for password, and succeed with the installation RetroArch.apk

Even when I'm using APKMirror Installer, and pressing "Install anyway":

Hello guys!

It’s concerning that this critical issue seems to be flying under the radar. Without resolving this issue, users will be unable to run the next release on Android for many hardware devices. @LibretroAdmin @zoltanvb @hizzlekizzle

I don't think anyone is sure what to do about it. Android is, unfortunately, a moving target.
