[regression] Retroarch doesn't find savestates for games without achievements #6214

First and foremost consider this:

Description

Retroarch doesn't find savestates for games without achievements

Expected behavior

Able to load existing savestates.

Actual behavior

After going to quick menu, all seems as savestates doesn't present at all. But it's exist in corresponding folders.

Steps to reproduce the bug

  1. Make the save state by using any OLDER version of Retroarch (any core which support it).
  2. Update to latest nightly RA.
  3. Try to load your savestates.

If then I trying to close content, it's freezes.

If I disable achievements, savestates work fine.
