Add static crop behavior for "Crop Overscan" alongside dynamic #826

In response to https://github.com/libretro/beetle-psx-libretro/issues/820, this adds back the old, static crop behavior, while retaining the new, dynamic one as an additional selection for the "Crop Overscan" option.
