I've been wondering why this wasn't being forked from the community bsnes-emu repo, which is so much more active than the GP-S one.
In the case of the Libretro fork, I wouldn't know the answer myself, although functionally it wouldn't matter much anyway, as the GP-S and bsnes-emu repositories do have a common base, with the latter being more up-to-date, if that makes sense.
Alternatively, this is what it looks like when you merge the Libretro commits into a repository forked from https://github.com/bsnes-emu/bsnes: https://github.com/ds22x/bsnes
This rebases the bsnes core by applying Libretro commits https://github.com/libretro/bsnes/commit/f04fe9bf5bfe8fc6a3ce3ee2c90747daf579258c to https://github.com/libretro/bsnes/commit/ba7a60f6af1fee61c9727233ebfd4fc4452e7e96 onto https://github.com/bsnes-emu/bsnes/commit/2dc384adcba6e6723472c0befd951b071ef10c4b, essentially merging https://github.com/bsnes-emu/bsnes/commit/1c7351fc8511592454bd8f15e2f28ae836db586a to https://github.com/bsnes-emu/bsnes/commit/73b275a7d0fadcc777e1b344093687c84d02eddd, Mar 4, 2021.
