Update to core options v2 interface & hide some options in various cases #101

Updates the core options interface to v2. Most core option descriptions aren't that greatly descriptive, but I added them for the purpose of this PR.

Pushed a commit that hides the CPU Mode option when HAVE_JIT is set to 0, and the OpenGL graphical options when the OpenGL Rasterizer isn't used.
