Add Anarch #867

Hello this add docs for Anarch, merged in https://github.com/libretro/libretro-super/pull/1749

It also include .gitlab-ci.yml for CI (using cmake), so I think it's ready to be added to https://git.libretro.com.

I tested the core on Linux and it is working.
