[Feature request] Support Netplay #259

Since the standalone version of Dolphin supports Netplay for a while now, it would be great if the RetorArch-Core is also capable of netplay, especially for the GameCube emulation.

This would also make it possible for RetroArch relying projects like EmuVR to allow playing GameCube games together over the internet.
