I tested on Linux (flatpak release) 64 bits version and in two android devices with android 32 bits version, running jelly beam and nougat versions with the same results: the core doesn't create the files with the settings of dip switch changes.
Checking a log file, it says which the srm and state files were created, but they were not. retroarch2021_04_1012_33_27.log
The bug affects windows, linux and android: the core does not create the fs files in the save folder or anywhere else.
The problem could be on the file state.cpp.
