The required core option to fix this problem is Delay Frame Swapping

That helped a little bit more, yes. Still quite bad though heh. Tetris is rough because really requires low low latency to be playable. Almost like a fighting game.
Absolutely no rush on this just, can just save state past them, creating the issue as suggested.
Edit: Threaded Rendering, Synchronous Rendering help a lot but there's still something going on with fmv.
