Adds jni makefiles targeting ndk r20

@twinaphex What was the point of this ? Now the core doesn't work. The core won't even load. Android Kitkat.

I'm the one that worked on the android updates. Can you open an issue and be more specific? Device, what version of RA, etc.

My device is a GPD XD Handheld, Android Kitkat. Retroarch v176 Stable (I can't use the latest version because there is a bug (that has been reported but not fixed) that crashes Retroarch when going to/from the GUI).
