Hi there to all bounty participants, would everybody be fine if we limit the scope of this bounty to the following platforms:
That way, the one taking on this bounty only has to focus on making it work for these platforms. That way, the bounty becomes more feasible to do.
Thanks.

I'm cool with that
Moonlight Server is bow available called sunshine https://github.com/loki-47-6F-64/sunshine
There is a core moonlight-libretro which needs to be tested.
Moonlight-libretro is a port of Moonlight Game Streaming Project for RetroArch platform. In the first place it's development for use on a Nintendo Switch, for use with Lakka on the Nintendo Switch, but can be ported on other platform (currently can run on macOS, for example).
If it fulfills the requirement @rock88 should get the reward.

Just to mention it, since no one else has, this core is specifically for switch lakka...... Also, it doesnt build with new compilers, or work with new versions of gamestream, and you can only use local servers with it. On top of that the nanogui implementation only supports openGL, no GLES, or Vulkan. He has another port that is more updated, and fixes some of those issues, but still is only openGL, and was made more for the switch version of retroarch. I did manage to get it to build for lakka though, so it might be a better starting point if someone wanted to continue this project. This is that repo: https://github.com/rock88/moonlight_libretro
there is meanwhile a better solution called weylus https://github.com/H-M-H/Weylus
all you need is to implement weylus into retroarch and then open the browser on your phone to access retroarch.
As the description says.
This is the source code base to build on -
