Add Numero core #1703

This is a new core for emulating the TI-83 family of graphing calculators and their games. I was mainly following this article when developing, but please let me know if I missed anything - https://docs.libretro.com/development/cores/developing-cores/

I will submit a separate PR for the libretro-docs repo.
