Description

As title says, this PR adds a .info file for the vice_x64dtv core. This core is built using the EMUTYPE=x64dtv option. See https://github.com/libretro/vice-libretro#build-instructions for more info.

Remaining work:

[ ] The firmeware info was copied from vice_x64, does this need to be updated?

How has this been tested?

The info here was used to generate https://github.com/kodi-game/game.libretro.vice_x64dtv
