I cherrypicked the bankswitching component of this pull request: https://github.com/OpenEmu/VecXGL-Core/pull/1 and it appears to work correctly with libretro.

It doesn't - now only minestorm runs no matter what is loaded - will open an issue - but this need reverting for now imho.
