This PR updates 4DO with the new v1 core options interface (sublabels, etc.)
Since 4DO generates some value lists dynamically, the implementation is slightly different than for other (more standard) cores. Translators should note that options are defined in libretro_core_options.c rather than in libretro_core_options.h.
