Repro steps

1. load PicoDrive core
2. load Content (i am using this game which is confirmed working in RetroArch outside of Wii)
3. let game run to start screen
4. save state
5. press start to get to many screen
6. load state

Expected

• state should load

Actual

• game just resets

I can verify the same result with 1.9.11.

Testing done with verified good ROMs of After Burner Complete, NBA Jam TE, Space Harrier, & Star Wars Arcade results in game freezing.
