Add overclock option past Max ("Extreme" maybe?) #195

Title explains it all. I think there should be an overclock option that goes past "max". CPU/memory access cycles would be reduced to 1/1/1, which would in effect result in 20MHz or something like that, which would be the SNES CPU speed before all the division stuff happens.

I don't think that's going to have any effect unless you're running homebrew designed for it. Most games will intentionally throttle on the video output rate. Max is probably excessive as it is.

Max is already made for some really particular games that suffer from the worst slowdowns: Gradius III, Super R-Type, Gunforce... and a couple I forgot.
