Is it possible to integrate the patch to speed up PAL Games to 60Hz into snes9x: https://www.romhacking.net/hacks/4186/

Can be closed. The ips patches within the previous linked 60Hz package (SNES PAL to NTSC Patches) can be used with the softpatching in libretro. Therefore such a feature is not necessary. https://docs.libretro.com/guides/softpatching/
