Partially based on the discussion over here, but also because of my preference for the old behavior, this PR separates https://github.com/libretro/snes9x/pull/273 into it's own option.
EDIT: The new method also results in an ever so slightly narrower image compared to the old method (635x480 new vs 640x480 old).
