State that the core supports achievements #78

This is to take steps towards https://github.com/libretro/RetroArch/issues/3210 .

  1. Update libretro.h to bring in RETRO_ENVIRONMENT_SET_SUPPORT_ACHIEVEMENTS
  2. Tell libretro that the core supports achievements
