Attempted this over at https://github.com/RobLoach/stella-libretro/pull/2 .... Ran into SDL2 requirements. r-type has made progress on that front over at https://github.com/r-type/sdl2-libretro .
Stella team is not interested so far in porting over to libretro. Please read my original message to them here https://github.com/stella-emu/stella/issues/377
This build is using 6.0 pre1 -- the new sound engine. It works well so far but I've lost interest in working on it further since I've achieved my goal of playing games in Retroarch. I also don't know how well it cross-compiles since I don't have a native compiler and relied on appveyor to do the heavy lifting.
But it's possible and hopefully this libretro core can get a nice shiny update someday. Thanks.

Hi. I would like to voice my support for this. Stella is wonderful in all its versions, but having paddle support in RetroArch would be terrific, and my understanding is that paddle support would come with an updated Stella-libretro. Maybe now that Stella 6.0 is released, the team will have more time to work on updating the Stella Retroarch core. Thank you!
A libretro port is in the master branch of upstream Stella. I've compiled the Stella 6.1-beta2 libretro core and it runs my games just fine. I assume that once 6.1 is released, this bug will be closed.
