Update CHD to support ZSTD #102

Mame 0.262 introduced zstd as data compression. It would be good to update to the newest chd version to use the benefits from zstd over zlib.

I can see that zstd was implemented but not for CHDs

Is there a preferred bounty program/service that retroarch uses? I'd like to put a bounty on this to encourage it a bit. The bounty page points to a service that no longer exists.
