9x internal res with vulkan causes broken graphics, Windows only maybe? #89

I'm running the core at 9x internal res with vulkan and any game I launch has broken graphics. I'm using the latest stable version of RA, core, and the newest available driver for my gpu. I tried a fresh install of RA, new core and config. Only 9x causes this. @hunterk tried on linux and was unable to produce the issue. That's why I'm wondering if it's a Windows issue.

Specs: OS: Windows 11 22H2 CPU: 8086K GPU: GTX 1080Ti GPU Driver: 537.58

Updated to driver 545.84 seems to have fixed it.
