Reopening this one as a reminder to update the tag whitelist in the doc build for 0.10 final.

Note: changelog typesetting is a little incorrect, so we should fix it.

Also:

[x] @lostanlen should be added to changelog credits for JI/VQT
[ ] update release date for 0.10
[x] update README.md section for installation/mp3 support after #1655 is resolved
