Update Browse page to explicitly allow unauthenticated use #2145

Currently, for some odd reason, the browse page requires authentication. This is not the intended behavior – the intended behavior is to be able to browse without authentication.

Hmm this does not work. Issue persists in the test deployment. Closing this and referring to #2146 for tracking this bug.
