The title parameter is new and should not be removed.

I just came across this issues https://github.com/libsdl-org/SDL/issues/9626 I think this is related to this?

But it is still a stumbling block if the wiki does not correspond to the current version of SDL3.

The wiki corresponds to the very latest version of SDL, which is the git main branch. Once the SDL 3.0 API is stabilized you won't have functions changing signatures like this.
