I have added the initial autoconf step to the steps listed in INSTALL file. See https://github.com/libsidplayfp/libsidplayfp/discussions/99

Thank you, but the INSTALL file is autogenerated and in fact should not even be in the repository. Custom build instructions actually belong to the README file.
