Specify test harness in Automake correctly #139

Previously, make distcheck would fail with very high values of -j, due to a race condition in how the test harness was specified. We now use the vanilla (serial) testing paradigm recommended by Automake.

@evpobr for the release, do you want me to generate the detached GPG sigs too? My key is generally well-connected in the WoT (not that anyone really cares anymore).
