This PR makes expose stats for namespaces.

The user API GET /stats route is changed for the admin API GET /v1/namespaces/:namespace/stats route.
The hearbeat URL is now suffixed with the namespace, (i.e http://hearbeat_url becomes http://hearbeat_url/namespace).
