Fix publishing unit-test results by PRs from forked repos #22

Latest sample: #20 Unit-tests executed fine, but the results are not published if the PR is from a forked repo:

This action is running on a pull_request event for a fork repository. Pull request comments and check runs cannot be created, so disabling these features.
