This PR also updates the gdk-pixbuf configure args to ensure the PNG and JPEG loaders are included at compile time. This allows base64 embedded PNG and JPEG inside SVGs to render. sharp uses struct-image-04-t.svg from the W3C SVG test suite to verify this works.

sharp's Windows CI is now passing for v8.4.2 with a combination of these changes and https://github.com/jcupitt/libvips/pull/540
