Add LICENSE #83

I'm packaging lua-vips for debian, and MIT license requires it is actually present. Here it is, then.

Thanks for adding the license and for doing the packaging. One question: Why did you add the year 2021 into it? The initial commit is from 2017, and MIT was already mentioned in the rockspec there, see https://github.com/libvips/lua-vips/commit/d2bf11dccbeacc2a8fecf8718fb99ba515853cab.

Cool, it is now in debian/unstable: https://tracker.debian.org/pkg/lua-vips It will percolate to testing and then be in the next debian release. I'll probably be a user of it too, because I really like doing lua in nginx :)
