merge URI::QueryParam into URI itself #114

This is a replacement for #29, which merges the methods rather than loading URI from URI::QueryParam.

If it's helpful at all, I use this script with --state open to generate a changelog entry for a PR before it has been merged: https://github.com/oalders/changelog-generator/blob/main/generate-changelog.pl No access tokens required.
